But previous productivity research about fossil fuel power plant cannot reflect the effect after 2007, and their undesirable outputs set by carbon dioxide, sulfur dioxide or other air pollutions cannot contain all of pollution by power plant. In our research, we collect 133 fossil fuel power plants panel data from 2004 to 2013, and set two undesirable outputs as toxic release emissions and carbon dioxide emissions. Using this data set we can contain all of pollutions by fossil fuel power plants. Furthermore we use Stochastic Metafrontier Analysis to compare environmental efficiency of fossil fuel power plants by location from 2004 to 2013. Which is located in Sun belt and Frost belt. Then estimate productivity by generalized Malmquist Productivity Index method from 2004 to 2007. In the result, we find Meta Technology Efficiency declining after 2007. The Technology Gap Ratio of power plants has declining between 2004 and 2013 in Sun belt, but increase in Frost belt.
