However, in the fast changing era, low birth rate along with financial difficulties spawn many educational issues. Additionally, the quality of education is in high connection with employment of fresh graduates and further with overall competitiveness of the country. Since the mid-20th century, supply has exceeded demand in tertiary education. With rapid increase in the number of universities and colleges, our education system has undergone a transformation from the conventional elite education to the universal education which is supposed to have multiple functions, such as teaching, researching, services, etc. However, tertiary education in Taiwan has long focused on researching to the neglect of teaching. With the view to striking the balance with two and to attaching importance to teaching for enhancement of educational quality, Ministry of Education has launched Program for Promoting Teaching Excellence Universities since 2005 in an attempt to encourage universities and college to not merely improve their measures regarding teaching, to enhance learning efficiency but to develop individual teaching features through subsidising them in a competitive programme. Our research was to explore the implementation experience of Program for Promoting Teaching Excellence Universities as well as to analyse three aspects (1.the aspect of policy planning 2. The aspect of policy execution 3. The aspect of policy performance) generalised from documentary analysis. Qualitative research was adopted. Through literature review and in-depth interview, the research showed some difficulties exist in our higher education. Thus, Program for Promoting Teaching Excellence Universities is supposed to continue to be facilitated for the purpose of development of individual teaching features and sustainable operation in tertiary education. 劉兆隆 學位論文 ; thesis 111 zh-TW
