It integrated the social force into governmental resources in particularly, transferring the traditional top-down thinking way into the democratic bottom-up grassroots spirit. 　　Under the trend of globalization, traditional industries have been unable to adapt the pressures and challenges of economic. In this social change, how will promote the development of local characteristics industry by the power of the community building and development, in order to change the living and help forward rural economic prosperity. 　　This study is concerned with Changhua County Tien-wei Highway Garden in implement the process of community building. First, gathering the materials regarding community building and Tien-wei County to clarify the relevant literature. The main research method adopts qualitative research, in-depth interview and literature review. A case study for community residents is to gather the whole community consensus, via community participation and cooperation between the organization and the team, understanding the advantages and particularity of local characteristics industry. In order to reform the traditional industries and innovation which need to integrate resources and develop strategies. Therefore, create the possibility of exploring the local characteristics industrial development and exploring sustainable development.
