The purpose is to prevent fires and protect the safety of lives. The Delphi Method is adopted as the main research method for the research and analysis. 20 advanced experts were interviewed (Executive Yuan Engineering Council, 2015) and 16 experts eventually participated in the survey of the Delphi Method. Since the beginning of the research, the outline of interview questions and the list of experts were the created, and a Delphi Method working group was set up. After conducting semi-open interviews with experts and having had the questionnaires filled up by the experts, a five-point Likert scale was created, which includes 5 issues: floors of the building, the use of floors in buildings, height of buildings, area of buildings and public safety of buildings. These were further divided into 46 sub-items of related issues in the questionnaire of the Delphi Method. The results and conclusions of this research method find that the statistical averages of the five major items are sequentially as follows: 4.8 for the height of buildings, 4.72 for the area of buildings, 4.6 for the public safety of buildings, 4.3 for the floors of buildings and 4.13 for the use of buildings. Men are taken as the basis for the considerations. The concept of people taking refuge in safe area is promoted to that of a relatively safe area and further entering into an absolutely safe area.
