Xiaoxi street district located in the ancient Changhua City is a long-established street full of abundant culture. Because it experienced flourishing times in the past, the whole street displaces the curve of history, which contains many touching stories and memories. About a decade ago, the researcher and a group of workers caring about the development of the culture of Xiaoxi have started to analyze and survey the culture and history of the street through the method of the comprehensive community development. The study injects new life into the Xiaoxi Street. The first chapter of this study discusses Taiwan’s cultural policies, the research motivation and how to activate vacant spaces through the strategy of art. The second chapter adopts theories of eco-museum studies and analyzes cases of repurposing vacant space through the strategy of art in Taiwan as the foundation to understand the strategies of art and space planning. In addition, in literature review, this chapter also explores the Photographic Typology of the Bernd &; Hilla Becher in Kunstakademie and masterpieces of some artists in Taiwan as methods of image processing. The third chapter explores the spatial and cultural analysis and creation in the Xiaoxi Street and the analysis of the researcher’s creation. The forth chapter analyzes creations displaying in the Documenta Superior Scenic in order to explore the observation and subject matters of Taiwan’s scenery. The fifth chapter analyzing all theses and cases mentioned in the first to the forth chapter is a conclusion of this study. The chapter also provides how to develop image creation in the future. This study elaborates that the research attempts to activate vacant spaces by using art creation and image photography.
