The normally safety operation of all employees is bound to affect the success of business. However, to implement the occupational safety and health policy is mainly in the prevention of accidents and disasters, and to ensure the safety and health of workers. And reach the target of zero disaster. In this study, we propose 3 dimensions and 9 criteria applicable for making decisions with regard to improve the Occupational Safety and Health Management Policy. We use the methodology of Dr. Chin-Young Hung, a proactive technology selection model (PTSM). This model involves three stages. Stage 1, qualitative methods of Delphi and brainstorming are applied to identify the crucial factors that affect the implementation of occupational safety and health policy. Stage 2, the DANP and the VIKOR methods are employed to generate consensus in the forms of three relevant reports. These three reports are then used in Stage 3. In this stage, qualitative methods of focused group and panel discussion are then used to derive the results from Stage 2 and make the final decision. Using PTSM, a straightforward yet comprehensive three-stage process, can get the main factors that affect the Performance of the Occupational Safety and Health Management Policy. This study shows that the bed communication between employees the main factor that affects the performance of the Occupational Safety and Health Management Policy.
