The purpose of this study is to understand the opinion by students, parents and tutors toward “Zero hour PE”. And Provide students with extracurricular fitness pipeline according to “SH150 program”. The researcher analyzes sports participation in elementary and high school and the effect of physical fitness policy through literature review. A case study of zero hour PE at a junior high school in Taoyuan city was administrated from September 1, 2014 to January 30, 2015. During every morning from 6:30 to 7:10 a 40 minute fitness program was carry out five days a week. There are fifteen students participated voluntarily. Results indicated, students are interested in the program, but there are still factors affecting the participation, such as parents, academic and lifestyle, tutors and peers. Challenging and interactive program contents earned better participation. The intensity should be in accordance with the age, sex and ability to make individualized adjustments in the future course are recommended. Enrollment patterns should be more diversified, with different ways of publicity so that more people understand the positive benefits brought about by the morning exercise.
