The purposes that the research study hopes to reach are summarized as follows: 1. To know the degree of attitude and effectiveness on Project of Remedial Instruction (PORI) of Non-Incumbent teachers in Taichung City’s elementary schools. 2. To know the differences of attitude toward PORI between Non-incumbent teachers with variable backgrounds. 3. To know the differences of effectiveness of PORI between Non-incumbent teachers with variable backgrounds. 4. To investigate the relationship between attitude and effectiveness on PORI of Non-Incumbent teachers in Taichung City’s elementary schools. 5. To investigate the prediction of effectiveness showed by attitude on PORI of Non-Incumbent teachers in Taichung City’s elementary schools. The methodology of this study was a survey research.In addition, the researcher studied the differences between Non-Incumbent elementary school teachers’ attitude in participating PORI and effectiveness under different environment variables. The researcher applied a questionnaire named “The Questionnaire on the Taichung Elementary School Non-Incumbent Teachers’ Attitude to Participating PORI and effectiveness” as the instrument to achieve the purpose of the study. Subjects are the schoolteacher of public elementary schools in Taichung city. 176 contestants in total completed the questionnaire. Subjects were chosen based on stratified random sampling. Statistical analyses include descriptive statistics, t-test, one-way ANOVA, Pearson product-moment correlation, and Multiple stepwise regression analysis. The conclusions were summarized as follows: 1. Taichung Elementary school’s non-incumbent teachers’ attitude toward participating PORI is positive and fairly good. 2. Taichung Elementary school’s non-incumbent teachers show highly of the effectiveness on PORI. 3. Attitude toward participating remedial instruction would be different due to variation of gender, academic background and experience of participating remedial instruction. On the attitude, female non-incumbent teachers have higher cognition than males, teachers with academic qualifications of common university have higher cognition than others from university of education or graduate institutes, and teachers with more experience of remedial instruction have more cognition. 4. he effectiveness of remedial instruction would be different due to variation of gender, age, academic background and experience of participating remedial instruction. On the effectiveness, female non-incumbent teachers have higher cognition than males, teachers older than 51-year-old have higher cognition than the youngers, teachers with academic qualifications above graduate institute have higher cognition, and teachers with more experience of remedial instruction have more cognition. 5. Attitude toward participating remedial instruction is highly relevant with the effectiveness of remedial instruction. 6. Attitude toward PORI shows a positive prediction of effectiveness of PORI. This study proposes suggestions according to research conclusions for education administrations and institutions , school administrators and elementary school teachers and future research directions.
