Furthermore, Business-Government relationship often presents negative image in general. Issues like Business-Government Collusion is easily suspected. Reviewing the history of China governed by KMT regime, collusion and corruption were denounced and considered as the main reason why they lost China in 1949. Was there only collusion between “Business” and “Government”? This study expects to observe different perspectives between “Business and Government” in China under the KMT regime by reviewing historical facts.
Reviewing from case studies, the diversity of businessman can be determined. The result of case studies has the expectation to make up for the deficiency of overall review. This study takes the founder of Shanghai Commercial and Saving Bank, Chen Kwang-pu as chief role, reexamines Chen Kwang-pu's private mails from Shanghai Commercial and Saving Bank files in Shanghai Municipal Archives to discuss the relation between him and KMT regime from 1927 to 1949. Worth to mention three events include the establishment of the relation between Chen Kwang-pu and the government of the republic of china in 1927, financial diplomacy during war period and the futurity after 1949. By reviewing how Chen Kwang-pu dealt with those dilemma of political turmoil and business, a philosophy of life skills is observed. A good Business-Government relationship has to based on legislation and conscientiously supervised by the public. Yet there is no perfect law that is flawless, businessman could not break the stereotype of collusion and corruption if they are not possessed of strong life philosophy and strict morality. The noble morality and personality of Chen Kwang-pu established himself an ideal social model for businessman in our time.
