Among all industries, 2% of carbon dioxide emissions come from the ICT industry. Therefore, the energy consumed by data centers should be monitored and controlled effectively. For this, IETF recently defined an SNMP-based energy management standard (EMAN). The EMAN standard, based on SNMPv3, includes a number of MIBs, which are too complicated to be implemented. In this thesis, we will propose a simplified SNMP-based energy management framework for ICT devices. The proposed framework also allows the use of non-SNMP devices involved in energy management by an extensible agent scheme. To verify our approach, we will implement a system prototype, which successfully reads data of electric energy consumption from smart meters without the SNMP support. Together with bill estimation, the data obtained by periodical polling are available in the web interface of our implementation.
