People went through their lives with traditional festivals while farmers are no exception. During traditional festivals, they put farm works on hold making it the only period to rest in their toiling year. With the changing of social form in recent years, not only the traffic system and people’s economic ability had improved but also people’s lifestyle. Recreation activities had become what people are seeking for in their leisure time. Therefore, festival activities started to transform bringing festival activities with tourism characteristics. Tourism festival activities aim to promote traditional culture as well as to promote social diversity in modern era. Cities around the globe started to emphasize culture affairs and tourism. These festivals are able to not only promote people’s lifestyles in mental, artistic and cultural aspect but also preserve local traditions and promote local features and awareness. The research selected 2014 Taiwan lantern festival in Nantou as the object for case study. Through the approach of network governance, it probes to understand how local government interacts with organizations in the network in order to effectively integrate current resources, human power and technique. The followings are findings and suggestions for future festival activities: I.Findings: A.The quality of transportation plan is key factor to a successful festival. B.The type of site is not the key of festival activity while how to make best effort of the space is. C.The consensus of members in the network has great influences. D.The practice of plan may face various impacts and problems. II.Suggestions: A.Government should emphasize issues on continuity of policy. B.Government should promote local culture and features with academic institutes. C.Government should emphasize members of network, integrate resources and increase incentives for members. D.In organizing festival activities, Government should replace bureaucracy and institutions by leadership of professional. E.The period of lantern festival should be increase in order to create activity benefit. F.Lantern festival should dedicate to increase the quality and intension. G.Emphasizing on training professional government officer for large-scale activities. H.Government should emphasize international promotion and activity features. I.Government should create evaluative institution in order to strengthen market segmentation. J.Government should be supervisor and assistant instead of organizer of large-scale activity.
