碩士 === 國立成功大學 === 政治經濟研究所 === 103 === Policy network is a network formed by resource dependence, and it has its social relationship. In this structure, members interact and affect each other. Different groups produce different influences because of their position in the network. Policy network is a mid-level analytic pattern used to explore the structure and interaction between the state apparatus and social environment. This paper applies the frame of Policy Network Theory by Rhodes. R. A. W. to address network status of “Labor Law Construction Process”, which includes network member, degree of integration, resource of network and power relations. In addition, Read M. D.’s acyclic graph is applied, using policy approaching level of the network member to describe the policy network graph analysis in different period of time. The author indicates the impact to the policy network members of political economic environment, influences to the labor law of policy network and policy network variation under the changing political economic environment during the process of conducting labor law.
