碩士 === 國立成功大學 === 政治經濟研究所 === 103 === This thesis focuses on the cross-strait policies of Tainan city in Chen shuibian’s and Ma yingjeou’s administrations from 2000 to 2014. Tainan is one of five municipalities in Taiwan, and its mayor usually belongs to DPP no matter what party becomes a central rulling party. So this thesis expects to find out what are the influential factors when local governments make out cross-strait interplay policies, while using some qualitative methods such as documentart research method, case study, in-case comparison and in-depth interview. The findings are as follows: First, the local governments making out cross-strait interplay policies are under certain constrains of the macro interplay environment in different administrations. Compared with Chen shuibian’s administrtaions, local governments make more progress in cross-strait interplay in Ma yingjeou’s administration; Second, no matter what party became a rulling party, the local governments have already developed their own cross-strait interplay policies in the economic, cultural and a little bit of political fields; Third, the mayor’s attitude and recognition toward dealing with the mainland affairs is a critical factor, which determines the depth and breath when local governments make out cross-strait interplay policies, especially in some local governments ruled by DPP, and the economic development is another critical influencing factor.
