碩士 === 國立成功大學 === 都市計劃學系 === 103 === Industrial restructuring and demographic change resulted in problems about cities losing their vitality, the urban population declining, increasing in vacancy rates, falling real estate values, increasing crime rate and other issues. Shrinking cities emerged issues in development countries; however, it’s difficult to have the same definition in cities over the world. Boils down mainly problems in shrinking cities were due to changes in population and industry. Some scholars combined with social security, real estate prices, etc. as a specific description of the phenomenon, and the phenomenon is a situation of narrowing downtown hollowing process. This study will be discussed with respect to this research area to explore Tainan as verification. The discussion about Shrinking Cities is mainly focused on population and industrial decline simultaneously. Related researches pointed out that the decline of cities would also effect real estates. Signs of shrinking cities facing in Taiwan were different from Detroit, Leipzig and other cities to reduce industrial scale. Therefore, this study used phenomenon of population and industrial decline to evidence the effect on real estates from the perspective of urban fabric. For this reason, this study used panel data analysis to realize relationships about population, employment and housing prices. The study showed that population and industrial decline phenomenon indeed reflected in housing prices, and housing prices in shrinking area have decreased gradually. It’s necessary to response this situation by making best housing policy.
