Also, be worked hard for cultural development of historical region, comparing with the culture of consolidation that are less discussed, consequently, how discuss the living culture development in non-historical region (consolidation) ? By participant observation of the practice of community organization at the fifth stage area of city constructional Planning projects and activities, this research proposed the possible alternatives of the development of living culture in new-developed communities.
