Summary: | 碩士 === 國立成功大學 === 水利及海洋工程學系 === 103 === As time goes by, to evaluate whether the function of dam reaches the expected efficiency, we should keep a macro point of view when considering the existence of the aged dam. The Chijiawan Dam #1 is the first case of dam removal in Taiwan which dam height is more than 10 m. The results and experiences of the scientific analysis and long-term ecological monitoring before the removal are valuable. By having these past experiences, it could help the decision-makers to consider the removal with a comprehensive view, therefore establishing a set of procedure of dam removal which suitable for Taiwan is necessary.
The procedure of dam removal was based on the procedure framework from Heins Center in USA, with reference to the quantitative system of the environmental impact assessment in Taiwan, the indicators of quantitative assessment are determined and the participative decision-making is included. This study analyses the removal cases of the dams of Yousheng Creek and Chijiawan Creek at Tachia River upstream in Taichung for the dam removal decision-making.
This study proposed seven steps in the procedure establishment: (i) Initial objectives, (ii) Basic data collection and analysis, (iii) Evaluation of composite index, (iv) Participative decision-making, (v) Targeted establishment and decommissioning plan, (vi) Long-term monitoring, (vii) Goal completion, and a total of nine composite indicators are considered based on economy, safety and ecosystem for quantitative assessment to show the feasibility of dam removal, finally decision made by public participation. The result showed that Chijiawan Dam #1 is preferred to be removed which consistent with the decision by the Shei-Pa National Park, and proves that these quantitative indices can be referred in these cases. The establishment of dam removal procedure would help decision-makers to understand the whole procedure of dam removal in the future, so can enhance benefits and reduce the impact after the removal.
