Summary: | 碩士 === 國立成功大學 === 工程管理碩士在職專班 === 103 === Nowadays, the manmade disasters and natural hazards become more complex and severe than before due to the progress of technology and the change of environment. Thus, the types of disasters are no longer simple and become difficult to handle for firefighters. It is required more manpower of firefighters involved in the prevention and rescue of the incoming disasters and various services. Furthermore, the increasing tasks are result in overloading of firefighters and no enough budgets for employee hired is another major issue. Therefore, the study focuses on the allocated firefighter by the characteristics or area to work efficiently in current manpower without recruitment.
The dynamics simulation approach is applied in this study. The outcome of calculating the appropriate tasks loading for each Fire branches are from the factors including tasks volume, the restricted places, the number of fire hydrants and population based on the data of Fire Department of Kaohsiung City Government from 2011 to 2014.
In the simulated result, the manpower is merely sufficient for current loading of Fire branches in Kaohsiung, by the system dynamic model in this study. However, it is obviously shown that the loading among Fire units are unbalanced. The appropriate manpower allocation could be calculated to reallocate the manpower by policy simulation in this model.
