Increasingly frequent problem of traffic jam traffic is heavy along the Taiwan region's worsening, traffic problem has clearly become one of the all passers plagued with problems. A Case Study in Taichung, lots of reborn in recent years because of a car accident (A1 class accident, Government mining accident drunk driving them zero tolerance policy and strictly banned justice) or injured many events, more growing trend. The Control Yuan also require to improve the handle missing of accidents over the years. Six metropolitan areas (Taipei, New Taipei, Taoyuan, Taichung, Tainan, Kaohsiung ) and other city Police Department also established various allied units to solve all kinds of traffic problem. Because of the continuous generation of Taiwan's region or city-type traffic problems, using Organizations and professional organizations to help solve the traffic police for such work become more necessary and important. A Case Study in Taichung, the number of traffic accidents occur in Taichung is only less than Taipei, This data shows whether Taichung City Government Police Department Traffic Organization play perfect function or not, is important to all Taichung traffic conditions. Following this phenomenon, this study took as an example to the traffic police. Use Traffic police organizational performance to destroy the problem, to investigate the performance of traffic police personnel, For the effect of Individual, group, organization, environment in the 29 administrative areas and 14 police-bureau traffic set rumored basis. And explore the rationality Taichung City Government Police Department thoroughly. Therefore this study primarily in assisting the traffic police to establish a clear set of performance indicators. This study use Delphi Method, got the important factors to related plane of AHP. With two-stage screening mechanism to ensure work enforceability and service quality of traffic police. In the end of study, using AHP to get the result of construction of in-depth interviews questionnaire. AHP confirm consistency, using analyzing results importing sentence of traffic police performance indicators. Expectations for the future development of the country in this article. Policing and traffic safety, maintenance and performance improvement cum innovation. People can have a great contribution to the quality of service and universal values
