First of all, non-traditional security issues are so vital that after the end of the Cold War, European continent no longer exists the possibility of large-scale armed conflict; instead, various objectives and new non-traditional security threats emerge and are difficult to predict. Second, in the same vein, this paper is dealing with how EU and Italy tackle with the challenges of non-traditional security threats. Also, in line with the talk of illegal immigrants, this paper also sees EU and Italy''s policies of fighting illegal immigrants are decision-making process of consensus-building, which is comprised of state and other actors. As for research method, the author argues that multi-level governance system is the basis of EU''s decision-making, in daily or vital policies. Level of EU supranational organizations plays an important role in shaping a community through the lens of sense of us identity. Second to the supranational institutions are sovereign states which occupy central position in the face of massive immigrants floating from abroad. It is arguably that political parties, mass media, public opinion and other social elites co-compete the development of policy forming. Finally, local government, epistemic community and nom-governmental organizations are able to catalyze the sense of ambivalence which exists lone time ago in Italy and other places.
