Summary:碩士 === 國立中興大學 === 國際政治研究所 === 103 === Climate change is a non-traditional security issue of international concern today, and human should response the threat of climate change. United Nations Framework Convention on Climate Change signed in 1992 year of (UNFCCC) aimed at stabilizing atmospheric concentrations of greenhouse gases to maintain, so the climate system to adapt to climate change and not subject to human disturbance, taking into account food production and economic development. EU is the only regional economic organization parties of UNFCCC, and it takes collective action to obey the UNFCCC as well as adapts climate action. During EU’s progress of making climate policies and actions, EU’s successful experience can be attributed to EU Member States through selective incentives to enable them to differences in seeking the same. ASEAN is an observer in UNFCCC which also as a regional economic integration organization. ASEAN’s Member States realize that climate change will bring negative impacts and they will face a collective threat in the future. In spite of solve collective threat, the cooperation of the climate change can give ASEAN’s Member States some selective incentives, which can let the integration of ASEAN get faster. In this paper, I through the EU’s experience in the issue of climate change, and to explore the cooperation of the ASEAN in the climate change issues. In the end, I discuss the possibility of ASEAN’s joining UNFCCC.
