Government support to increase the organic farming area is not sustainable, especially when one sees policy changes and budget supports ceasing to exist, resulting in newly emerging organic farms having to quickly convert back to conventional. In 9th Economic and Social Development Plan (2002-2006), the goal for area under organic production was set at 20 % but the data from International Federation of Organic Agriculture Movements (IFOAM) in the end of 2006 show that Thailand had area under organic farming only 0.11%, and in 10th Economic and Social Development Plan (2007-2011), Thailand had planned to increase the area under organic production to 30 % of but in the end of 2010, there was only 0.17 %. The government need to understand which policy effect to organic farming. Therefore, this study used two approaches to analyze the significant factors which effect to organic farming. First, censored and generalized of policy effect on organic farming using Tobit regression and generalized least squares. The results indicated that all policy exist in the village effect to organic farmer especially the agriculture infrastructure and marketing options. Second, the spatial analysis of policy effect on organic farming using spatial exploratory and spatial lag analysis. The results show that the farmer in each area are correlate, increasing or decreasing in organic farming can effect to their neighbor. All analysis in study indicate that organic farming development in Thailand is in the early stage and have several restrictions. Government should pay more attention on promotion organic product to the consumer in order to improve farmer’s income. As well as support in the farmers network, community.
