In the frame structure of Long Term Evolution Ad-vance (LTE-A), three costs are proposed to be followed by their respective transmission rates for preventing the low transmission rate from unnecessary resource contending. When handover UEs from another cell, resource blocks of the eNodeB could be also occupied under cost-based priority handover rules.
