With an innovative and asymmetric concept and an idea of resources integration, the Ministry of National Defense has been introducing an organizational change since 1997, promoting streamlining programs such as Jingshi, Jingjin and Jingtsui. The latest is expected to be complete by the end of 2014. In line with the policy, all military armories have been cutting off its security guards and have contracted private security service to control entry of personnel and vehicles. This study collected relevant data and literature review, analyzing the origin, foundation, and approaches as well as the interior and exterior environment of contracting private security guards in the military, using SWOT analysis, to find out its advantages, disadvantages, opportunities and issues. Based on the assessment of the practice, four indicators are set to draft an outline of the interview, which are: 1. goal achievement (performance), 2. management efficiency, 3. response to needs, 4 security. A semi-structured, individual interviews method was used with the staff members and management of the armories, and operational managers and above of the contractors. The study found that contracting private security service to guard military armories can not only reduce defense budget and save training time of soldiers but help armories concentrate on the research, development and production of weapons and equipments for armed forces.
