碩士 === 銘傳大學 === 公共事務學系碩士在職專班 === 103 === Youth is an important resource in a country and is also a power resource, which could sustain innovation and progress of the national socio-economic development. Henceforth, it’s a priority issue as government policy to resolve the problem of youth employment in any country. One of strong issues is national innovation incubating policy. In order to enhance national competitiveness and employment, the government actively promotes innovation and entrepreneurship policies and counseling. Hopefully, youth could exclude startup barriers and to perform entrepreneurial dream. Incubation centers not only are more important roles for facilitating innovation and entrepreneurship, but also are promoters to assist SMEs in upgrading and restructuring for bringing up new businesses, new products and new technologies. In view of this, the study chiefly discusses arising from the global startup fashion, in the current incubating policy and the environment for youth, and how the role and function for the university innovation incubation center is. This study is through literature review to understand the current situation of youth entrepreneurship policies and the development process of incubation center. The study is also through in-depth interviews to find out incubation center playing the role and function in regard to youth entrepreneurship policies, its problems and developing prospects. The interviewees include directors in the entrepreneurship and incubation institutions, managers in the university innovation incubation center, experts and so on. Founding shows that the university innovation incubation centers play the service windows in innovation and entrepreneurship to promote youth entrepreneurship policy, but they should be repositioning and restructuring. The university innovation incubation center also cooperate with university affair development, integrate internal and external resources regarding industry-university, innovation, entrepreneurship, incubation and so on. They could be an effective platform for innovation and entrepreneurship resource and counseling in the university to help develop creative thinking for all students and to strengthen the mechanisms of business counseling, thereby establishing campus innovation and entrepreneurship fostering ecosystems.
