Thus, the importance of curriculum governance is conspicuous. Schools in remote islands of Taiwan are inherently and comparatively disadvantaged due to the positions they are located in and the social context surrounding them. This thesis aims to scrutinize and analyze issues in relation to social exclusion and curriculum governance that the educational systems in schools situated in remote archipelagos have to face with examples from Jing-Heng junior high and elementary schools in Lienchiang county. Quantitative methodology has been adopted in this study. In order to delve into the status quo, in-depth interviews and MAXQDA software, which is used for the analysis of encoding, are both utilized. Endeavors will be made to confront, and transform the phenomena of social exclusion prevalent in most educational systems in remote schools through the notion of curriculum governance. Hopefully, the prospect for future development will be discovered after the schools have undergone transformation and reconstruction. According to the outcome of this study, Jing-Heng junior high and elementary school has shown the feature of exclusion in aspects such as milieu, involvement, resources and policies. To diminish the impediments caused by this feature, course management and the model of the implementation of internet connection can be adopted. With the concept of bridging over districts, collaboration and participation, local connection will be made and internet resources will be re-established in an attempt to turn the educational systems in remote schools into a center of innovative curriculum governance. Furthermore, this study hopes that the result deriving from the research can provide the educational authorities, schools and parents with constructive and viable strategies and advice and pinpoint the direction for establishing rich, diverse, and high-quality curriculum governance in Matsu islands.
