Using questionnaire survey, the Kinmen County Foreign English Teacher Recruitment Questionnaire was used as the research tool. The survey population comprised teachers in Kinmen County Primary Schools, and 324 copies of this survey were sent out and 293 valid copies were collected. Descriptive statistics, t-test, one-way ANOVA were used to analyze those collected data.According to the analyzed results, the important findings of this study were list as following. 1. The elementary school teachers in Kinmen county presented positive opinions for the charaeristics of foreign teachers. 2. The elementary school teachers in Kinmen county presented positive opinions for the effectiveness of foreign teacher teaching. 3. The elementary school teachers in Kinmen county presented positive opinions for the effectiveness of Foreign English Teacher Recruitment Program. 4. There was significant difference on the view of the effectiveness of foreign teachers teaching for the different teaching seniority, school size, qualification of teachers, source of foreign teachers and employed years. The findings from a detailed analysis of questionnaire show favorite evaluations of the program, though, there are still a number of knotty problems awaiting solution. It’s suggested that a special task force be set up by the government to take full charge of all matters involved in the recruitment process and that an effective elation systems be implemented to monitor the program and ensure its scuess.
