Therefore the policy has been delayed to 2017. Since then, the tragic death of young Corporal Hung Chung-Chu further dampened the government’s effort to enlist soldiers. To improve the citizens’ desire to enlist, the government has started discussions on some reform ideas. Right now, the media and the government has focused on the rate of volunteering . Somehow the key issue of turn-over rate is often slighted. How to keep the competent workers from resigning is one of priorities of the human resources department. High turn-over rate means the increase of worker training cost and incurs a lot of adverse effects on the remaining workers. Therefore the turn-over rate is a problem taken seriously by the related institutions, and the academia. With the defense department’s policy of mercenary enlisting, this is a great opportunity to talk about the soldiers’ inclination for resignation. This research is a study of the military volunteers’ moral value system, the conflict between family and work, and their desire for resignation. The subjects are the mercenary enlisted military men and women. The research methods are correlation analysis, and hierarchical regression. Our finding shows that individual’s background variable is significant in the relationship among the work values, work-family conflict, and turn-over rate; work values is negatively correlated to turn-over rate, work-family conflict is positively correlated to turn-over rate. The research data can be used for future references by the military brass, and the human resource department to reduce the turn-over rate so we can be closer to the goal of a full scale mercenary system.
