Two questionnaires were employed for teachers and students, respectively. After the data of questionnaires were collected, ten teachers were also interviewed. Data of questionnaires were analyzed quantitatively by descriptive statistics, t-test, and one-way ANOVA, and the interviews were analyzed qualitatively. Major findings of this study were as follows: 1. Teachers’ background, including the differences of gender, service years, education and positions had no significant influence on their views towards the operation of the English village. However, nearly 90% elementary school teachers participants held positive attitude in the acceptance of administrative planning, situational settings, and teachers’ instructions toward the operation of English Villages. 2. Students’ background, including the differences of gender, the participation of after-school English courses and time of studying English had no significant difference in their views towards the operation of the English village. Above 80% elementary school students participants held positive attitude in the acceptance of situational settings and teachers’ instructions and learning participation toward the operation of English Villages. 3. Elementary students had increasing needs in the situational setting in English Village such as zoos, amusement parks, and police stations. Also, innovative teaching methods are expected to use, like integration of various games or field trips. 4. Demands from elementary teachers towards English Village included the establishment or expansion of English Villages, theme update, and increase different types of activities.
