| Summary: | 碩士 === 嶺東科技大學 === 高階主管企管碩士在職專班 === 103 === This study applied the concept of the cost Malmquist productivity index developed by Färe et al.(1994)to measure the efficiency of executive performance of the governments. Furthermore , and the CM productivity change is decomposed into pure technical efficiency change, technical change, allocative efficiency change, an input-price effect, and cost scale efficiency change. The empirical analysis result shows that CM productivity index is decline from 0.936 to 0.896 between 2011 and 2013，which means the productivity of district office in Taichung is declining. And it also can be figured that there is a significant relationship between the share of the adult population holding a degree of higher education and efficiency of district office in Taichung. Increasing the he share of the adult population holding a degree of higher education will improve the efficiency of district office.
