Kaohsiung City, Kaohsiung County Government is against the original area of low-lying areas where flooding is easy to actively seek the central government budget for flood control in order to solve a long-term residents in low-lying areas of pain, avoid living in flood nightmare being. Gangshan regional governance through setting Dian Bao Hung Chi, has been effective in improving the flooding situation. In this paper, Dian Bao Creek detention pond after completion, after several typhoons and storms hit, Gangshan region of floods arising from conduct economic analysis, to understand the rule of the flood pool set whether planning objectives. Research shows that only the land value has gained 46 percent, the report estimates more than 10 percent of the planning nearly tripled. Completion date, nor heard any flooding disaster. Verifiable planning and design of the foot detention pond is quite correct, and suggested that the era of post-detention pond early planning for municipal building should be.
