While the power of accommodation capacity and material reserves energy might be test the self-help capabilities of local government in disaster. Through examine the supply and demand issue, strengthen the power material reserves. In this study, through the earthquake damage assessment software-TELES to calculate the number of demand side material reserves. Through the demand and supply issue compare the resources which the local government are already have and the number of open contract, found Liujiaw Village is the only deficiency village in Chiayi County. In the open contract and material reserves, the sleeping goods had been the principal reserves, but lack of the medical supplies. Generally speaking, material reserves are still not enough. Therefore, the study put forward suggestions for these topics. To begin with, the government has to add the temporary shelters. Then, the country whitch nearby the mountain should lay up sufficiently sleeping goods, medical supplies and daily necessities. Furthermore, the flat country or the coastal contry should give attention to the open contracts and the cross-area support agreements, which can support enough supplies when the natural disarsters come. Finally, the local government should grasp the high risk area under it's jurisdiction. An ounce of prevention is worth a pound of cure. Improve the awareness of disaster prevention and relief can let down the risk, further to reduce the loss.
