Nevertheless, to establish an effective strategic alliance and develop it sustainably is not always an easy matter. Choosing a right partner and get a better operating performance has become a strategic target for the oil and gas industry. This study will through a combination of Grey theory and Data envelopment analysis (DEA) to measure operation efficiency base on critical inputs and output variables by forecasting the values of those variables in the future, from that find out the appropriate candidates. Total 15 companies of petroleum industry with realistic data are collected from financial statements during the period from 2010 to 2013. CPC Corporation, a state-owned petroleum, natural gas, and gasoline company in Taiwan is selected as target company. The empirical results show that Royal Dutch Shell ( Shell ) is the best efficient candidate and Pertamina is the most suitable candidate for the target company to expand their business strategy. However, alliance has advantages but also exists risks. The results of the study hopefully are used for emphasizing that oil and gas industry needs to be more flexible to adopt alliance strategy.
