Thanks to the distinct progress of rising personal income-level, transportation system, and weekend-off policy of most enterprises, domestic tourism business has a huge development with diversification. To subsequently support above point, the annual growth of population from tourists departure and arrival can explain the prospering status of Tourism Business. To ensure the Tourism Business can last for sustainable development, the intact equipment and professional personnel training are equally important for reach the success. The match of hotel design and its operational management should be made at the beginning of the investment plan with owners, because the concept of marketing position, utilization of facilities, financial plan and operational management are implicative from one another. In the past, the operational management had been involved whenever the construction of the building completed. Hence, the gap between the real demand from managerial team and hardware facilities existed, which subsequently affect the performance. However, the study on the relationship between hotel management and design of the building can be hardly found. Therefore, the research over the integrative study of the development of business hotel and operational management will be helpful to the long-term tourism industry as well as to the hotel industry. The L-HOTEL, near the Kaohsiung train station, is chosen as an example. By using literature review, in-depth interview and case study, the hotel organization and market positioning, has been under planning accordingly. Moreover, complete hotel development plan can not only assure the correct path with profitable margin but also enables the flexibility of initial funds before the official operation. Thus, the operational marketing plan has been correctly launched. Key Word: Plan and Devolopment, Operational Management, Business Hotel
