To the extent that collective protection of the cultural heritage has become an outstanding universal value, the year 2003 witnessed the Convention Concerning the Protection of the World Cultural and Natural Heritage adopted by the United Nations Educational, Scientific and Cultural Organization (UNESCO). This move clearly indicates a trend that preservation of intangible cultural heritage has been highlighted as the main agenda across the boundaries, where international cooperation and foreign aids are taken as means either to raise governments’ awareness or prompt the local endeavor. The Cultural Heritage Preservation Act revised by the Taiwanese Government for five times is certainly not exceptional to this upward trend. However, given the increasingly comprehensive legal effort, through which share of responsibility between the central government and local units has been particularized, the real practice remains an academic area under-observed. To address this concern, this research took a case analysis into the Jhuangsan Xin Lingle Opera Team in Taiwan. Taiwanese Opera is a performance art and it used to be quite popular in Yilan Area during the Japanese-ruled era in Taiwan. With the change of social behavior and the upgrade of performing techniques, however, its unique local features of simple plots had been sidelined. In 2012, Ministry of Culture (ROC) trusted Jhuangsan Xin Lingle Opera Team as the conservation unit to resuscitate Taiwanese Opera as vital cultural heritage. It was therefore justifiable for this research to investigate not only the current status of Taiwanese Opera but also preservation strategy of the cultural heritage in use. Methodologically, a qualitative approach was taken, aimed at reviewing and analyzing archives provided by the governments and Jhuangsan Xin Lingle Opera Team. Findings of this research could be summarized as well as recommended below. Firstly, governments need to give the counselling to the conservation units. They should co-develop a strategy suited to the conservation units for sustainable growth. Secondly, promotion strategy is needed to raise the public attention to Taiwanese Opera as cultural heritage. Thirdly, it is advisable to cultivate the professionals both to perform and to tutor the latecomers on the stage. Fourthly, the concept of renaissance of intangible cultural heritage has to be introduced with a view to reviving the social recognition of Taiwanese Opera in this modern era.
