Since we are an export-oriented country, we suffered severe losses during this global recession, causing domestic companies to lay off employees, impose hiring freezes or giving workers unpaid leaves, in order to cut back on costs that might jeopardize the company’s well being. All this in fear to leading a decrease in demand of the labor market, causing problems for young and middle-aged adults who are seeking out jobs. Besides the hardships of getting jobs, lowering of salaries are also turning into one of the growing issues that are under great debate. Yet the structural low salary phenomenon are giving these workers a harder time at finding stability among work places. According to the Department of Labor’s survey dated in 2013, the average salary of young adults between the age of 15~29 was only 27425 NTD, 1931 NTD less than the amount at the time this survey was first conducted 7 years ago, which is an all-time high at 6.6% in shrinkage. Amongst the people questioned, around 64% or 1.09 million people’s salary didn't hit the 30000 NTD mark, giving a sharp rise in the working poor’s population. The low salary phenomenon is mainly derived from a higher-percentage of educated workers, letting the percentage of unconventional work, temporal work and contract work increase year after year. Due to the fact that they need not carry the burden of an household, they are prone to quitting their jobs because of dissatisfaction or disinterestedness towards the work. Yet just as easily to leave a job, finding another job may come just as easy to them, letting the work force become an unique place with “high unemployment” and “high employment” rates at the same time. Due to over a decade long of observations in public institutions by the researcher of this thesis, he sees them as flowers in a greenhouse, overly protected by their parents, accustomed to freedom, despising of work discipline with no regards for responsibilities and always putting self-realization at first priority. However, on the other hand in the face of corporate exploiting, the lack of spending on cultivating talents, they hope to find a readied talent or otherwise hiring unconventional workers to lower costs without any thought of sustainability. Therefore, the researcher would like to use these observations to conduct a thorough research upon the relations between labor,management and the government.
