Due to changes in cross-strait environment and political factors, Kinmen has developed into a diverse place with cultural history, military facilities, ecological conservation, economic exchanges and tourism and recreation. Currently, most of the architectural structures and life-supporting facilities are threatened by the problems of deterioration and chloride ions (sea sand). Based on two years of research, analysis and preliminary results of a general survey, this study established hazard potential assessment index and the development intensity index for all communities to assess hazard potential and life-supporting facilities. In addition, the results of the general survey and analysis are demonstrated via Geographic Information Systems (GIS), and cross-analysis with other factors and research were also conducted. The analysis and field investigation suggest that the hazard potential assessment index and development intensity index fully reflect the field situation, so the devised relevant index should be appropriate enough. Moreover, the general survey analysis suggests that Jincheng Township and Jinhu Township cover most regions of the highest development intensity in Kinmen and that part of Jinning Village has higher development intensity due to National Quemoy University and Kinmen Bridge. Due to lack of new construction or building, Jinsha Township is a place of lower development intensity and cultural assets are well preserved, but the hazard potential is assessed to be comparatively high. Lieyu Township remains an area of low development intensity and most of the buildings were built long time ago and the area is assessed to have higher hazard potential.
