However, the issues such as high cost, low profit, low wage, intensive labor, high risk and high mobility the industry faces have impact on industrial development and competition which cause the bottleneck and struggles for the industry. The review and coordination jobs are therefore required for looking into the origins of these issues in order to formulate policies and solutions for bringing the potential and competitiveness of the industry out at the moment. This study aims to build knowledge of cleaning services; explore the matters in regard to relevant regulations, industrial development as well as the trend, definition, positioning and establishment of policies in Cleaning Activities.
Research methods including document analysis, comparative analysis and observation research were adopted from the perspective of Sociology of Law in this qualitative study. Firstly, the meaning, development models and legislative models of cleaning service were explored while related domestic literature being reviewed for clarifying the development of theories-in-use and investigating industrial structure. Secondly, the legal system, norms and the socialization of laws for cleaning service system were studied for probing into the issues of existing legal practices in the hope of locating key problems and providing reference for the legislation, application, modification and repeal of related regulations. Lastly, the industrial outlook, the policy of commercialization, the analysis of existing development and industrial construction of Cleaning Activities were explored for looking into current conditions and the issues concerned in the industry. It attempts to observe and discover the problems such as the definition, policies, management, positioning and construction of the industry for public sectors to take into account in making industrial policies that help improve the competitiveness and capacity of Cleaning Activities.
Conclusion: cleaning service is defined as “a service of socialization for environmental health that provides paid labor and creates additional value to achieve goals”. According to the study, Current Cleaning activities are run by micro, small, and medium enterprises. Certification system is the only recognized system for vector control employees. Professional training programs are provided by some feature colleges and universities. The government gives a roughly specific definition for the industry, but the industrial policy has not been established yet. The industry is defined as a social service for Environmental health in buildings. Only Pest control service is more completed and definite in the industrial positioning. The abovementioned questions regarding the construction of commercialization in cleaning service need further clarification and illumination.The results are provided as the reference for public sectors, industries and academia to realize, value and improve.
