Summary: | 碩士 === 華夏科技大學 === 資產與物業管理研究所 === 103 === Taiwan Governmemt in order to reach the goal of the construction of low-carbon homes, the Environmental Protection Administration's proposed a two-years project to promote low-carbon communities, set up "Promotion of low-carbon community project work plan" during 2010-2011. Stipulated that the six low-carbon community assessment indicators are: "Green Eco", "low-carbon building / energy saving," "low-carbon transport," " resource recycling", "renewable energy", "low-carbon life". Also stipulated 10 operational functions to promote "low-carbon sustainable homes", including: eco-green, energy saving, energy-saving equipment, renewable energy, green transportation, resource recycling, low carbon life, disaster prevention and adaptation, legal and economic tools and taxation Social & Behavioral Sciences and appraisal. Efforts to promote at least for low-carbon sustainable urban township units, and established a low-carbon and sustainable self-rating and classification authentication mechanisms, towards the direction of creating a low carbon and sustainable homes. Looking at the implementation of the EPA "low-carbon communities" and "low-carbon sustainable homes" policy are closely related to property management operations of communities in the metropolitan area. Especially in metropolitan area which are full of high-rise buildings, most of the community management are depend on the property management industry, and therefore the promotion and implementation of "low-carbon communities" and "low-carbon sustainable homes" policies shall have a very close correlation with the property management industry and property management practitioners. So the purpose of this study was to explore the property management industry as well as property management practitioners in the property management operations, how to introduce the concept of "low-carbon communities" and "low-carbon sustainable homes' to thieir service community by the usual management operations. In this study, through the interviews with questionnaires of property management experts, we conclude that the promotion strategy of low-carbon sustainable communities by property management operations are: (1)Training professional skill to the employees of property management industry to promote low-carbon sustainable community. (2) Owners Committee shall invite the property management company to develop energy management policies, and to strengthen the professional functions of property management employees in operating the facility energy management. (3) Owners Committee shall invite Property Management Companies to apply the digital services platform to promote the concept of low carbon and sustainable communities, so that most of the community members can understand and willing to promote low-carbon sustainable community. (4) Create a long-term mechanism of personnel training to continue to promote low-carbon sustainable communities: including train a low-carbon community planners, university training low-carbon community professionals, publish the textbooks about promotion of low-carbon communities. By combined with the property management supporting measures and fostering sustainable low carbon community professionals, we can promote sustainable low-carbon communities, and reach the goal of the "low-carbon and sustainable homes."
