It is an application of many theories. At first, the theory of planned behavior, it is the infrastructure of this research. Other methods include the discussion of literature and the establishing of a questionnaire. The questionnaire will help explain the relevance between the resident’s participation and the family’s status. There are several variables, such as behavior, attitude, subjective norm, behavioral and emotional control, the perception, expect to affect the torch project. In the end it makes some recommendations to the government for future activities. The new resident’s families in the Xiulang Elementary School of New Taipei City are the object of the questionnaires. Through a process of descriptive statistics, independent samples T test, ANOVA analysis, Pearson product moment correlation, multiple regression statistical analysis, it finds: 1. The willingness of the new residents to participate in Torch Plan is positive. The plan is considered beneficial to them. So it is a good index for such programs to continue. 2. The nature of activities decides the willingness to participate. The mothers of new residents with higher education and living with her husband are our best participants. They are unwilling to take “Torch Program” which will expose their privacy, for example, the Home Care Visits. 3. Here really exists a good relevance between those factors in the theory of planned behavior and the willingness of the new residents participating in the torch program.
