With insufficient labour force, it comes with national competitiveness decrement. The Government has addressed this issue with several policies such as re-applying senior labour force, expanding female and young working force, and importing foreign workers. From academic study and field research, age discrimination and high barrier for career changing are the two major difficulties against seniors obtain employment or re-employment. This research focuses on how to enhance senior resource integration and how to facilitate senior resource into social enterprise, discusses integrating government and private sector with their resources to create more job vacancies, preventing competition on traditional industries occupation vacancies, and provide plausible strategies and solutions.
