Drugs will not only damage human health, but also affect the stability of the social security. Among them, supply and demand in the distribution channels and the battles for benefits are often the causes of high crime rates of Taiwan society. Many social observers and scholars believe that apart from legal norms, the key to eliminate the problems of drug abuse is "education."
The fundamental way of anti-drug education is the implementation of the "campus" anti-drug education. The Ministry of Education established the Chunhui group to be dedicated to student drug abuse prevention since 1990, including the urine tests for drugs and counseling from schools at all levels and specific personnel, teams of anti-drug campus talk, student clubs named as Springfield, Springfield counselor volunteers, cooperation of Chunhui group and substitute civilian servicemen, the trial counseling groups, and so on. The purpose is to work from the campus, to create new ideas, looking forward to eliminating a "sick culture" of drug addiction through a campus-to-community approach. "Campus anti-drug" is one of the important projects of the "Campus Safety" of Ministry of Education. The campus anti-drug education and related measures have been carried out for more than twenty years. Now, with the development of the Internet, it created a No Net No Talk trend among the students. From traditional broadcasts, anti-drug folding leaflets, periodicals and CDs, still depending on the promoting themes to recent Network without boundaries, schools can get full anti-drug information. Taking the advantages of the Internet, "near", "fast", and "highly interactive" and producing publicity, it’s more efficient to have students be aware of the damage of drug abuse and to have deep-rooted knowledge of drugs.
When President Ma attended the anti-drug meeting of the anti-drug exhibition on June 2, 2012, he announced the "Echinacea Campaign" of the anti-drug campaign officially started. Then, "Echinacea Campaign" website (check: http: //enc.moe.edu.tw) was enabled on June 24. It provides anti-drug cases, videos, administrative regulations and the related information, comics, posters downloads, and it links extramural guidance associations of students in all the counties and cities, Drug Harm Center, Ministry of Justice, Department of Health and other sites such as anti-drug resources Museum in order to implement effective anti-drug education and results of publicity, and to eliminate the harm of drugs done to the individual and the society.
