This is to provide other organizations or users to reuse the information for free or with less limitation so that they could create new applications or new business opportunities.
Nevertheless, the format of open data is gradually published by non-proprietary format, the more common way is to provide static file for download. As a result, the update on the data could neither be in real time nor could be read and processed by machine directly. This way will make the data reuse inconvenient. The pioneer of industry thinks the open data should use API to increase the data reusability.
This paper indicates open data service platform builds data set and API to expand the service of open data. This platform enables user to use API and provide real time data, and also enables programmer to build data set and API without writing source code. We also demonstrate an application on the platform – a teacher portfolio system which was built by one university, This system builds up data set and API for user to create new applications and new value.
