碩士 === 逢甲大學 === 公共政策研究所 === 103 === Ever since the accumulated losses of Taiwan High Speed rail emerged and ex-highway toll collectors constantly staged protests, “government failure” has been scholars’ buzzword. Currently, the cash-strapped government cannot afford operation, management and maintenance of the public infrastructure which it built. However, relying excessively on the investment of the private sector may result in some undesired problems, such as infrastructures being used as bargain leverages of the private sector or suspicions from the public or watchdog organizations that the government covers up for or gives special favors to certain conglomerates. This research aims to explore the feasibility of the public-private partnership (PPP) in regenerating recreation areas. By looking into the interaction between the public and private sectors, it is hoped to find out the advantages, disadvantages and challenges of the PPP. This research, applying the case study method, examines the operation transfer of Alice’s Garden. Interviews of the public and private sectors and locals in Fenyuan Township of Changhua County reveal how the PPP may apply to regenerate recreation areas. Suggestions for ways of optimizing the PPP are also provided in order to create an all-win situation for the public and private sectors and citizens.
