This study is the use of a questionnaire survey method, and be descriptive statistics (analysis), factors (analysis), reliability (analysis), multiple regression (analysis), independent samples t test and variance (analysis) and other statistical data analysis method . After analysis, the conclusions are as follows: 1、Regulatory mechanism for the impact of the 119 emergency system outsourcing business performance, the non-interference effect. 2、The mobility is only part of the outsourcing business performance of the 119 emergency system of outsourcing has a positive significant impact. 3、Fully outsourced 119 emergency system of outsourcing security services only performance that it has a significant positive impact.
