The purpose of this study is try to supplement the gap and design a prototype of IT Education supplementary materials in terms of those indicators to satisfy the needs of teaching and learning, and to promote the quality of teaching. In this study we first review literature related to IT Education competence indicator and collect experts’ opinions by Focus Group Interviews, then apply KJ method to integrate and category their opinions using Google Presentation Tool to generate supplement competence indicators and the corresponding learning objectives. As a result, six competence indicators and thirty specific learning objectives are created. Secondly, this study measures the importance level of competence indicator with Analytic Hierarchy Process (AHP), then maps the competence indicators (voice of customers) with specific learning objectives (voice of engineering) using fuzzy relationship matrix. Finally, we select the most important fifteen ones out from thirty specific learning objectives and divide into four themes including Cloud Services, Personal Information Protection, Community Website and Mobile Learning. Based on the themes, we design twelve units of IT Education supplementary materials of elementary school and their corresponding “Online instructional videos” which has been shared in the network platform of education. These supplementary stuffs can provide a reference for teachers in teaching and editing teaching materials, and students in self-learning.
