The proposed method shows that engineering technical improvement and market strategy are the most important factors among the four parameters studied. The financial and manufacturing improvement should also be considered for the industry of power cell sector. The results of this study provide a better understanding of the policy selection process for the development of power cells industry, and it will improve the potential for government energy competition.
