These emergency assistance systems are running simultaneously without integration, and caused the problems as below: (1) An applicant may apply for the assistance fund from different divisions for the same incidents. (2) Applicants may claim assistance fund in different counties or cities for the same incident. (3) The information of the first line contractors is insufficient to make accurate decisions. (4) The vertical integration of the Ministry of Health and Welfare of emergency assistance system is not enough, which causes the poor decision-making of supervisors due to the poor information provided by the first line contractors. This study presents an analysis of an integred emergency assistance system which solves the problems above. The purposes of this study are: (1) Understanding the existing emergency assistance working process and system. (2) Designing an information system to integrate the working processes of emergency assistance operations, and helping resolve duplicate emergency assistance payments and the waste of resources. (3) Integrating information from other government departments, to assist the contractors to quickly determine the unit issued emergency assistance payments and accelerate the processes of applications. This study clarifies the user requirements and system requirements through interviews of government staff. Sixty-three user requirements of the system were revealed. Eighteen functional requirements and one logical rule were confirmed through interview of focus cities. And then, database design and ER-model were depicted according to the requirements. The contributions of this study are: (1) Confirm the application process issues for the emergency assistance system of Ministry of Health and Welfare. (2) Compile and confirm the user requirements and change them to system requirements.
