碩士 === 中原大學 === 建築研究所 === 103 === Since the introduction of “Townscape Renaissance Project” by the central government in 1999, the “townscape renaissance” has become a focus all over the country. However, some local governments and agencies fail to correctly realize the spirit of the Project, but adhere to the emphasis of infrastructure building and engage in over-design. Hence, by the end of 2003, the “Environment and Landscape General Consultant Project” was introduced by the Construction and Planning Agency to help local authorities to implement the townscape project and promote environmental landscape development, and to create distinctive environmental landscape style through effective quality control and project implementation. It has been ten years since the Hsinchu County government implemented the “Environment and Landscape General Consultant Project” in 2004. Through the review of the “Environment and Landscape General Consultant Project for Hsinchu County” and its impact on the county’s environmental landscape development, this study seeks to put forward recommendations for the future development of environmental landscape in the county. This study mainly focuses on the “Environment and Landscape General Consultant Project for Hsinchu County”. By examining previous literatures such as the “Results of the Environment and Landscape General Consultant Project Commissioned by the Hsinchu County Government”, the researchers of the study gained a better understanding about the townscape development in the county. In addition, the researchers investigated and categorized the project implementation mechanisms and content to conduct analysis on the impact and performance of the Environment and Landscape General Consultant Project on the townscape development, seeking to understand whether the past implementation has lived up to the original spirit of the project. Hsinchu County has good environmental landscape resources hence, the townscape consultant teams ought to understand the balance of ecological maintenance and sustainable development through investigation, analysis and evaluation, and then put forward the overall environmental landscape development vision and strategic recommendations. During the project implementation phase, the consultant team continued to provide services including consultancy, review and project supervision to ensure to the project quality. Additionally, the consultant team also assisted the local authorities in the project consolidation and proposals, as well as the administrative management and the collation of project information for future reference. Moreover, the team established a long-term promotion and education mechanism to actively entrench the concept and spirit of environmental landscape creation. As such, the conclusions of this study integrated the discussions of the implementation results of the Environment and Landscape General Consultant Project for Hsinchu County to serve as a reference for the future environmental landscape development.
