Based on the dimensions of knowledge broker organization’s role, knowledge broker organization’s function and effect of brokerage, we analyze the roles, functions and effect of brokerage of the General Counsel which severed as the knowledge broker organizations in these PPP projects. We then further explain how the knowledge broker organizations, play its role, perform its functions, and create the effect of brokerage. The findings indicate that, the General Counsel plays the role of convener, facilitator, catalyst of learning, performs the transcoding, transfer practice, drawing analogies, synthesis function, and contributes to create optimal business models, social network expansion, the profit of brokerage and knowledge innovation. The results of this study highlight that when the General Counsel properly plays the knowledge broker organization’s roles and performs the knowledge broker organization’s function, then it can create the effect of brokerage and help facilitate the PPP for development.
