Usually lead to floods and landslides and other disasters. The slope of Taiwan catchments and rivers are steep, so the flood will arrived to the downstream area in a short time. Therefore, this study is focus between the basin factors and the peak flow, timing. In this study, using HEC-1 to carry out the relevant for Chuo - Shui river Basin We separate the river basin into 23 sub- catchments. The basin factors include CN value, IMP value, area, average slope, the average width of a round ratio, slenderness ratio and density. We apply 100-year return period rainfall to calculate the flood, but the operation of reservoir dose not considered. In this study, the runoff curve values (CN) and impervious surface ratio (IMP) will influence the peak flow in sub-catchments. On the other hand, we can get the critical change value from the analysis between basin factors and CN, IMP. We expect the critical value of the flood flow change to provide the relevant agencies for land development and management control or river flood control. Therefore, this study can be expected to reduce the erosion, flood and lower water stage in river, and debris, then environmental sustainability has a positive effect.
